Add on-off switch for XML-RPC with default set to off

Having a wide range of means of accessing CP will always be a good thing, so I don’t favor getting rid of XML-RPC entirely unless we come up with a means of moving XML-RPC usage to the REST API. I actually use XML-RPC on my localhost test sites (though never on a live site).
