When I go to admin for this site, it doesn’t show ClassicPress 1.0.0-beta2 being available:

I hit CHECK, but it still doesn’t find it?

What version is it saying you are currently on?
version 1.0.0
Does it say “Version 1.0.0” in the bottom right of the admin dashboard?
Like mine, after updating says:
Prior to updating it said: Version 1.0.0-beta1.
On mine, here’s what it says:
Version 1.0.0-alpha1+migration.20181023
Oh okay that makes more sense, so the Alpha didn’t have update capabilities. So you will have to manually update from the Alpha to the Beta via FTP.
Note: it was only the alpha that had this. Sites on Beta 1 will be prompted to install Beta 2.
Where’s the instruction sheet for manually updating from Alpha to Beta?

Ah, I don’t really want to do it that way… can I just restore my WP 4.9.8 backup, then download the BETA version and upgrade that way?

Yes, you could do that too. Using the migration plugin now would also install the Beta.
Where is the link for the latest most current importer? I need to bookmark it and send to to some folks.
