Here is the code, which prevent users to navigate (scroll) on the website using keyboard keys, as we can see, the code was not meant for it, so I hope you will fix it:

I think it’s best to create an Issue at GitHub for this. So “the right people” will notice it and will take a look at it. It certainly worked for me.

Sorry, but I’m not Microsoft enthusiast and I have no time for it.
It’s all very well posting screenshots, but I have no idea what I’m supposed to make of them. If you’re not going to use GitHub but still want changes made, you will have to be clearer about (a) what it is that you want and (b) what you think is preventing that from happening.
I just tested this at the main CP site and the Directory site.
I can navigate with the tabs just fine. But in the process of tabbing, I cannot scroll to bottom. Scroll to top does work. So scroll to bottom should be fixed somehow.
I did another test with The CP Theme, when I remove the sub pages from my menu or the code you mention, scroll down works again.
