Welcome @WeTite. I completely agree that the solution to this problem is in plugin guidelines and reviews.

The plugin guidelines for our directory do already include such wording:

Only critical or highly important notifications should be displayed outside of a plugins settings pages and must be dismissible; adverts are not permitted outside of the Plugin settings pages.

Therefore I am setting this petition to close in a week.
