That means your plugin did not comply with the guidelines, which are at Plugin Directory Guidelines | ClassicPress Documentation

Yes, the Directory needs to access your repository. If you don’t follow the guidelines, the Directory doesn’t know where to look.

Which of the guidlines is meant?

The plugin is already WP approved.
The ClassicPress Directory works in a very different way from the WP repository. I have already explained that you need to follow the guidelines and have told you where to find them.
I think the rules dont help in this case much, instead we’d like to point out the plugin application / registration process: Directory Requirements | ClassicPress Documentation
My guess is that you dont use the Github Releases system. When looking into the supplied github URL, you dont have any Releases published yet. You must use the regular Github Releases system so that the directory then can automatically grab new releases whenever they appear.
What you apparently did instead, is create a subdirectory within the archive on Github. That isnt how this works. You need to add the plugin code itself into the git repository, and then publish a release via either the Github web UI or their CLI client.

As most of the plugins are already WP approved, is it possible to submit them to CP directley from the WP library?
Upload was successful now, but I received no upload confirmation. Under My Plugins, they are listed as " Plugins Under Review" but this is 10 days ago now and I can not see any progress.
The team has been working hard on getting version 2.4.0 of CP released this month. Someone will get to your plugin soon.
