I have just added a snippet page in the docs for setting up Classic Commerce as a “catalogue” site, with no selling functions.

The code example only leaves Settings and Status as admin menu items, and General and Products as settings tabs, but you can edit by commenting lines in or out.
This seems to be a fairly common usage of CC so I thought it should be documented. Let me know any comments or issues.

I have not tried this snippet yet. Does it still leave the option to have a salable product page(s) if wanted.
No, it removes all shop stuff everywhere.
If you do want a mix of salable products and catalogue-type products depending on the category, then there is this snippet:
